A metropolização regional periférica aquém da metrópole – a região metropolitana de Manaus vista do lado de lá

Abstract

The thesis presented discusses the process of peripheral regional metropolization underway in the Metropolitan Region of Manaus/RMM institutionalized in the State of Amazonas in 2007. For this analytical trajectory, the general objective was to analyze the process of peripheral regional metropolization that operates in the Metropolitan Region of Manaus/RMM in light of the process of metropolization of space, being itself the means, the condition, and the product of the production of regional metropolization. Specifically, the objectives were: 1. to present a theoretical-methodological corpus capable of affirming the process of peripheral regional metropolization in Amazonas, based on the municipalities that make up the RMM from the perspective of space fragmentation; 2. point out the elements of the current metropolitan structure based on quantitative and qualitative indicators in the 13 municipalities of the MMR, as empirical evidence of metropolitan characteristics or attributes capable of revealing the metropolitan territory and the peripheral metropolitan reality; 3. elucidate in the metropolitan territory the elements or metropolitan characteristics that allow the effective production of the MMR and how peripheral regional metropolization is reproduced within it; 4. highlight in the process of regional metropolization the power of articulation capable of overcoming the solely urban criteria in the metropolitan structure, but which adds the natural potential of the Amazon, above all, its rivers and forest, increasing the triad of people, rivers and forests, in the production of peripheral regional metropolization. The research was methodologically anchored in the critical perspective, with the movement of thought centered on theoretical-methodological matrices originating from the dialectical method, that is, the trajectory of criticism took place through the openings of the dialectical method, confronting opinions, oppositions, and contradictions. This theoretical-methodological construction is based on the lefebvrean and, therefore, Marxian matrix, through which contradictory pairs or triads were used, composing the relationship between subject and object, which occurs in a contradictory way. Articulated to the methodological plan, the procedural plan considered fields of a theoretical-methodological, empirical and technical nature. And above all the scientific and methodological contribution, peripheral regional metropolization in the RMM confirmed itself as a means, condition and product of regional metropolization, reproducing itself regionally and unequally in a way “energized” by unequal regional development, by the conditions imposed by the reproduction of space metropolitan that tries to homogenize a process with the annulment of the way of life, subordinated to the most contemporary dynamics of capitalism. Peripheral regional metropolization in the Metropolitan Region of Manaus occurs through the advancement of agribusiness frontiers, the reprimarization of the economy with modern financial contributions and the implementation of large projects that introduce into the metropolitan space, new forms, new contents, new values that are reflected in the metropolises, with actions that take place in the modern countryside/rural, expropriating the most significant Amazonian triad: PEOPLE-RIVERS-FORESTS, because on the other side, – the periphery of capital and capitalism, under the logic of unequal regional development, – what prevails is the process of peripheral regional metropolization as a means, condition and product of regional metropolization.

La thèse présentée discute du processus de métropolisation régionale périphérique en cours dans la Région Métropolitaine de Manaus/RMM institutionnalisée dans l'État d'Amazonas en 2007. Pour cette trajectoire analytique, l'objectif général était d'analyser le processus de métropolisation régionale périphérique qui opère dans la Région Métropolitaine de Manaus/RMM à la lumière du processus de métropolisation de l'espace, étant lui-même le moyen, la condition et le produit de la production de métropolisation régionale. Concrètement, les objectifs étaient: 1. présenter un corpus théorico-méthodologique capable d'affirmer le processus de métropolisation régionale périphérique en Amazonas, basé sur les communes qui composent la RMM dans la perspective de la fragmentation spatiale; 2. souligner les éléments de la structure métropolitaine actuelle basés sur des indicateurs quantitatifs et qualitatifs dans les 13 communes du RMM, comme preuves empiriques de caractéristiques ou d'attributs métropolitains capables de révéler le territoire métropolitain et la réalité métropolitaine périphérique; 3. élucider dans le territoire métropolitain les éléments ou caractéristiques métropolitaines qui permettent la production efficace du RMM et comment la métropolisation régionale périphérique s'y reproduit; 4. mettre en évidence dans le processus de métropolisation régionale le pouvoir d'articulation capable de dépasser les critères uniquement urbains dans la structure métropolitaine, mais qui ajoute le potentiel naturel de l'Amazonie, surtout ses rivières et ses forêts, en augmentant la triade personnes, rivières et les forêts, dans la production de la métropolisation régionale périphérique. La recherche était ancrée méthodologiquement dans la perspective critique, avec le mouvement de pensée centré sur des matrices théorico-méthodologiques issues de la méthode dialectique, c'est-à-dire que le parcours de la critique s'est déroulé à travers les ouvertures de la méthode dialectique, en confrontant opinions, oppositions et contradictions. Cette construction théorico-méthodologique s'appuie sur la matrice lefebvréenne et donc marxienne, à travers laquelle ont été utilisées des paires ou des triades contradictoires, composant la relation entre sujet et objet, qui se produit de manière contradictoire. Articulé au plan méthodologique, le plan procédural a considéré des domaines de nature théorico-méthodologique, empirique et technique. Et surtout l'apport scientifique et méthodologique, la métropolisation régionale périphérique dans les RMM s'est affirmée comme un moyen, une condition et un produit de la métropolisation régionale, se reproduisant régionalement et inégalement de manière «énergisé» par un développement régional inégal, par les conditions imposées par les reproduction de l'espace métropolitain qui tente d'homogénéiser un processus d'annulation du mode de vie, subordonné à la dynamique la plus contemporaine du capitalisme. La métropolisation régionale périphérique dans la Région Métropolitaine de Manaus se produit à travers l'avancement des frontières de l'agro-industrie, la reprimarisassions de l'économie avec des apports financiers modernes et la mise en oeuvre de grands projets qui introduisent dans l'espace métropolitain de nouvelles formes, de nouveaux contenus, de nouvelles valeurs qui se reflètent dans les métropoles, avec des actions qui se déroulent dans les campagnes/rurales modernes, expropriant la triade amazonienne la plus significative: PEUPLES-RIVIÈRES-FORÊTS, car de l'autre côté, – à la périphérie du capital et du capitalisme, sous la logique du développement régional inégal, – ce qui prévaut, c’est le processus de métropolisation régionale périphérique comme moyen, condition et produit de la métropolisation régionale.
