O design como ferramenta para a gestão de projetos de pesquisa e desenvolvimento de tecnologia fomentados por recursos públicos: Paper ID

Abstract

Public policies aim to socially develop a country. In Brazil, we have the National Informatics Law and the Amazonian Informatics Law, the latter aimed at the Western Amazon, both of which propose to promote specific Research and Development (R&D) activities, in order to reduce the scientific and technological gap at national and regional, respectively. Due to the lack of conformity to the standards adopted in the Brazilian R&D scenario, it is questioned how can design be a strategic tool in the management of projects with these characteristics? Therefore, the objective of this research is to systematize the documentation of such activities fomented by public policies to organize their life cycle, through the creation of a management system and protocol. For that, a hybrid methodology based on Design Thinking was used, with scientific and design aspects, respecting the characteristics of applied exploratory research, of qualitative and quantitative character, that made use of participant observation, literature review, interview, documentary analysis and case study to understand and delineate the subject matter. As a result of the research, there is management software that assists in the creation of the necessary documentation regarding the planning, execution and closure phases of R&D projects, in order to systematize them and thus facilitate the analysis of the information presented by them to the audit bodies.
